Stuart Callaghan and Will Wright are senior property asset managers with over 50 years’ experience across the public and private sectors. Between them they have managed substantial and diverse portfolios of land and buildings throughout the United Kingdom, spanning commercial, operational, strategic and community assets.
They met at Rother District Council where Will, as Head of Property, appointed Stuart to lead the Council’s Devolution and Community Asset Transfer programme. The programme delivered measurable outcomes in asset rationalisation, revenue savings, community empowerment and value protection.
That programme provided the initial operational and governance test bed from which DevoCAT™ has been developed — a structured, replicable framework for authorities navigating estate reform and devolution pressures.
Alongside DevoCAT™, they advise private clients, combining legal and surveying disciplines to provide commercially rigorous, governance-aware asset management advice — Stuart as a qualified solicitor and property Asset Manager and Will as a Chartered Surveyor.

Will is a Chartered Surveyor with over 20 years’ experience helping public and private sector organisations unlock value from their property assets.
His career spans senior roles within local government, major landed estates and commercial property ownership, where he has led estate transformation programmes, capital projects, strategic acquisitions and disposals and revenue generation initiatives across diverse property portfolios.

Stuart is an Estates Surveyor and Solicitor (non practicing now) with over 30 years’ experience in strategic asset management, development and property optimisation across both the public and private sectors.
He has advised and led private companies, developers and local authorities on acquisitions, disposals, investment, regeneration and estate transformation. His experience includes delivering residential, commercial and community development schemes, renewable energy projects and complex Community and Local Control Asset transfer programmes, generating significant revenue savings, capital receipts and long term asset value, alongside biodiversity net gains.
